Lordship's consideration.

I have no comments to make on this
correspondence except that I shall be glad to learn whether
Your Lordship concurs in the interpretation of the con-
-struction to be placed upon the 2nd. paragraph of your
Despatch No. 122 of the 11th. June last, which has been
adopted by the Treasury, namely that, when the demand rate
of the dollar varies between a figure above and a figure
below 2/- from the 15th. of one month to the 15th. of the
next, the average value of the dollar during such period,
provided
